Payslip Requirements
in Singapore
Everything Singapore employers need to know about itemised payslip obligations under the Employment Act — mandatory components, record-keeping rules, penalties, and how to automate full compliance with UniqHRM.
What Is a Payslip?
A payslip — also called a salary slip — is a document issued by an employer to an employee that provides a detailed breakdown of their earnings for a specific pay period. It covers basic salary, allowances, deductions, overtime pay, and the final net salary paid.
In Singapore, payslips are not optional. Under the Ministry of Manpower (MOM) Employment Act, every employer must issue itemised payslips to all employees covered under the Act — within three working days of salary payment. This applies to both full-time and part-time employees.
💡 An itemised payslip is not just good HR practice — it is a legal requirement in Singapore. Non-compliance can result in fines of up to S$5,000 per offence.
12 Mandatory Components in a Singapore Payslip
Under MOM regulations, every itemised payslip must include all applicable items from the following list. Items that do not apply to a particular employee may be omitted — but every applicable field is mandatory.
| # | Required Item |
|---|---|
| 1 | Full name of the employerThe registered company name as per ACRA / IRAS records. |
| 2 | Full name of the employeeAs per NRIC or passport — not just initials or staff ID. |
| 3 | Date(s) of paymentThe actual date salary was paid, or multiple dates if the payslip consolidates multiple payments. |
| 4 |
Basic salary
For hourly, daily, or piece-rated workers, also state:
|
| 5 | Start and end dates of the salary periodThe full pay period the payslip covers (e.g., 1–31 March 2025). |
| 6 |
Allowances paid for the salary period
|
| 7 |
Other additional payments
|
| 8 |
Deductions made for the salary period
|
| 9 | Overtime hours workedTotal overtime hours in the relevant overtime period. |
| 10 | Overtime payTotal overtime pay corresponding to the hours listed above. |
| 11 | Overtime period start and end datesRequired only if the overtime period differs from the main salary period (Item 5). |
| 12 | Net salary paid in totalThe final amount actually received by the employee after all additions and deductions. |
ⓘ Items that do not apply to a specific employee (e.g., overtime pay for a salaried manager who does not claim OT) may be left out. However, if the item applies, it must appear — omitting applicable fields is a non-compliance risk.
What a Compliant Singapore Payslip Looks Like

5 Reasons Why Providing Payslips Is Mandatory
Singapore’s Employment Act mandates that all employers issue itemised payslips to employees covered under the Act. Failure to comply is a criminal offence, not merely an administrative oversight. MOM actively enforces this through audits and employee complaints.
Itemised payslips show employees exactly how their salary is calculated — basic pay, allowances, deductions, and overtime. This transparency reduces pay disputes, builds workforce trust, and prevents misunderstandings that can escalate into formal MOM complaints.
A clear payslip enables employees to track their income, budget effectively, and plan for savings. It also serves as proof of income for bank loan applications, HDB flat purchases, insurance plans, and other personal financial decisions.
If a pay dispute arises, an itemised payslip is the primary reference document for both employer and employee. Having accurate, timestamped records significantly reduces the time and cost of resolving disputes — and protects the employer in formal MOM proceedings.
Payslip records form part of your mandatory payroll audit trail. IRAS, CPF Board, and MOM may all request payroll records during inspections or investigations. Maintaining accurate payslip records protects your business during IRAS tax assessments and IR8A submissions.
Record-Keeping: How Long Must You Keep Payslips?
Employers are legally required to maintain records of all issued payslips. Records may be kept in digital or physical form — including printed copies or scanned documents. The retention period depends on the employee’s current status.
📌 Acceptable formats include: PDF payslips, printed hard copies, scanned images, or payroll system exports. Handwritten records are technically permissible but highly discouraged for audit readiness. UniqHRM stores all payslip records digitally and makes them retrievable within seconds.
What Happens When an Employee Changes Roles or Departments?
An internal role change, department transfer, or promotion does not reset the record-keeping obligation. Employers must maintain a continuous payslip record for the full duration of employment — including all periods before and after the role change. The transition does not create a new employment relationship for payslip purposes.
Penalties for Failing to Issue Itemised Payslips
MOM takes payslip non-compliance seriously. Penalties escalate with repeated offences, and submitting false payslip records carries significantly higher consequences.
MOM enforcement actions are publicly accessible. Employers found in repeated non-compliance may face Work Pass restrictions, difficulty hiring foreign workers, and reputational damage. For businesses with active PSG grants or government contracts, compliance status can directly affect eligibility.
Manual vs Automated Payslip Generation
Employers can choose between creating payslips manually using MOM’s template, or automating the process through an HR and payroll software system. The right approach depends on your business size, payroll complexity, and growth trajectory.
Using MOM Templates or Spreadsheets
- Low initial cost for very small teams
- Fully customisable layout
- No software subscription needed
- High error risk — manual calculation mistakes
- Time-consuming every month
- Difficult to scale beyond 10–15 employees
- No audit trail or version history
- CPF and SDL calculations done separately
- Records hard to retrieve during MOM audits
Using UniqHRM Payroll Software
- Payslips generated automatically after every pay run
- All 12 MOM-required fields populated automatically
- CPF, SDL, SHG contributions calculated accurately
- Integrates attendance, leave, and claims data
- Digital payslips accessible by employees via mobile app
- Full payroll audit trail stored securely in the cloud
- Covers full-time, part-time, contract, and shift workers
- IR8A-ready annual reporting support
👉 MOM’s official payslip template is available at mom.gov.sg as a starting point for manual payslip creation. For businesses processing payroll for more than 10 employees, automated payroll software is significantly more reliable, faster, and audit-ready.
