What Is a Payslip?

A payslip — also called a salary slip — is a document issued by an employer to an employee that provides a detailed breakdown of their earnings for a specific pay period. It covers basic salary, allowances, deductions, overtime pay, and the final net salary paid.

In Singapore, payslips are not optional. Under the Ministry of Manpower (MOM) Employment Act, every employer must issue itemised payslips to all employees covered under the Act — within three working days of salary payment. This applies to both full-time and part-time employees.

12 Mandatory Components in a Singapore Payslip

Under MOM regulations, every itemised payslip must include all applicable items from the following list. Items that do not apply to a particular employee may be omitted — but every applicable field is mandatory.

  • Basic rate of pay (e.g., S$X per hour / per day)
  • Total number of hours, days worked, or pieces produced
5Start and end dates of the salary periodThe full pay period the payslip covers (e.g., 1–31 March 2025).
6 Allowances paid for the salary period
  • All fixed allowances (e.g., transport, meal, housing allowance)
  • All ad-hoc allowances (e.g., one-off uniform or tool allowance)
7 Other additional payments
  • Bonuses (Annual Wage Supplement, performance bonus)
  • Rest day pay
  • Public holiday pay
8 Deductions made for the salary period
  • Fixed deductions (e.g., employee’s CPF contribution, SHG contributions)
  • Ad-hoc deductions (e.g., no-pay leave, unauthorised absence)
9Overtime hours workedTotal overtime hours in the relevant overtime period.
10Overtime payTotal overtime pay corresponding to the hours listed above.
11Overtime period start and end datesRequired only if the overtime period differs from the main salary period (Item 5).
12Net salary paid in totalThe final amount actually received by the employee after all additions and deductions.

ⓘ Items that do not apply to a specific employee (e.g., overtime pay for a salaried manager who does not claim OT) may be left out. However, if the item applies, it must appear — omitting applicable fields is a non-compliance risk.

Record-Keeping: How Long Must You Keep Payslips?

Employers are legally required to maintain records of all issued payslips. Records may be kept in digital or physical form — including printed copies or scanned documents. The retention period depends on the employee’s current status.

What Happens When an Employee Changes Roles or Departments?

An internal role change, department transfer, or promotion does not reset the record-keeping obligation. Employers must maintain a continuous payslip record for the full duration of employment — including all periods before and after the role change. The transition does not create a new employment relationship for payslip purposes.

Penalties for Failing to Issue Itemised Payslips

MOM takes payslip non-compliance seriously. Penalties escalate with repeated offences, and submitting false payslip records carries significantly higher consequences.
